Herbed And Spicy Steak Tartare

* 4 teaspoons Dijon mustard
* 2 tablespoons lemon juice
* 2 tablespoons heavy cream
* 2 tablespoons olive oil
* 1/3 teaspoon ground cumin
* 1/3 teaspoon cayenne pepper
* 3/4 teaspoon salt
* 1/2 teaspoon ground black pepper
* 6 tablespoons fresh parsley, minced
* 1 teaspoon dried basil
* 2 tablespoons green onion, minced
* 1 1/2 pounds good quality fresh lean ground beef (ground sirloin is the best)
* thinly sliced sweet onion
* rye or pumpernickle cocktail breads
Directions
1. Whisk together mustard, lemon juice, heavy cream, olive oil, cumin, cayenne, salt and pepper.
2. Add parsley, basil and green onion.
3. Add ground beef and mix using two forks, aerating rather than squashing or turning beef.
4. Mound on serving platter and surround with sliced sweet onion and breads.
